Jennifer Morgan, CEO and Founder
Jennifer is an experienced grant manager with 10+ years in public sector program administration, specializing in Community Development Block Grants (CDBG), disaster recovery, and infrastructure projects. Demonstrated success optimizing processes, ensuring compliance with federal and state guidelines (HUD, FEMA), and leading teams in high stakes government environments. Skilled at partnering with municipal, county, and state agencies, risk mitigation, and delivering results for government and community partners.

Steve's journey began as a planner for the City of Utica, NY, where he laid the groundwork for a successful career in community development. In 1987, he founded DBS Planning Consultants, Inc., dedicated to empowering small communities in upstate New York by securing and managing millions in Federal and State funding. His diverse projects range from infrastructure and housing rehabilitation to affordable homeownership and economic development. Since 2016, Steve has focused on Disaster Recovery efforts in upstate NY and NYC, particularly in the aftermath of Hurricane Sandy, and has most recently been assisting Lee County, Florida, in their initiatives through his role as a founder of RISE and Rebuild.
